The health condition of employees has a significant impact on labor productivity, therefore employers should be legally obliged to purchase voluntary health insurance policies for their employees. Anton Orlov, Director of the ANO "Institute for Research of Contemporary Policy Problems", addressed the State Duma, the Federation Council and the Ministry of Labor with such an initiative on January 5; the text of the appeal is at the disposal of "Izvestia".
"It is on the health of the working population that the development of the national economy and GDP growth largely depends. Russian President Vladimir Putinhas repeatedly spoken about the need to achieve an increase in labor productivity in all sectors of the economy," the letter begins.
According to the official data of the Ministry of Economic Development, labor productivity in Russia will grow by 3.3% by the end of 2024. Last year, the International Monetary Fund (IMF) recognized Russia as the world's fourth largest economy, which is undoubtedly a great success. At the same time, it was possible to achieve such targets not only by improving the quality of production processes, but also by increasing the workload of employees, said the director of the institute. Thus, according to the analytical center NAFI, 56% of employed Russians regularly face overwork that has a negative impact on their health.
"It is known that the side effect of frequent overwork is the development of hypertension, ischemic heart disease, neurotic disorders, diseases of the musculoskeletal system, neuromuscular system, as well as the appearance of panic attacks, insomnia and headaches," - noted in the text of the appeal.
The head of the Institute added that historically minimal unemployment rates can be fatal for the domestic economy, as there is no replacement for employees, and the growth of new staff takes time.
"In this regard, I ask you to evaluate the proposal at the legislative level to oblige employers of all forms of ownership to purchase for their employees who have passed the probationary period, VMI insurance policy, which, unlike the policy of compulsory medical insurance (CMI) allows insured persons to promptly receive a wider range of services and undergo all necessary examinations in a maximum of one or two days after application," he pointed out.
The implementation of such a proposal, the head of the Institute believes, will have a positive impact on the physical and psychological health of Russians, will help them gain confidence in the support of management and ultimately contribute to increased productivity.
Earlier, on December 29 last year, according to the results of a survey by analysts of the hh.ru platform, which were reviewed by Izvestia, 29% of respondents named a salary increase as the main successful event of the year at work. At the same time, 47% of respondents, recalling failures, told about burnout at work. Every fifth respondent complained about health problems, and 20% had conflicts with colleagues as one of the problems in the past year. In addition, among the failures, 15% of respondents mentioned denial of a salary increase and 12% - denial of a promotion.
