Mishustin suggested that the Cabinet discuss the problem of imposing insurance on Russians

The Russian Government has prepared amendments to the law which will prohibit businessmen from imposing on buyers the automatic purchase of an insurance contract or other additional services. This was announced by Russian Prime Minister Mikhail Mishustin at a cabinet meeting on November 4.

According to the changes, in order for organizations to arrange insurance for the buyer, the latter will have to first, if such a service is needed, fill out a consent in writing.

"The Government has prepared new adjustments to the legislation: to obtain additional goods or services, the buyer must give consent in writing. Automatic marks are not them. At the same time, citizens retain the right to refuse to pay for them, and if it is still forced to transfer funds, people can demand from the seller to return, respectively, the amount spent," - said Mishustin.

He pointed out that the authorities have already made a number of important steps to regulate this area, but Rospotrebnadzor still continues to receive a huge number of complaints from Russians about overly intrusive service.

In October 2023, Russian President Vladimir Putin signed a law on fines for imposing additional services and goods on consumers. It was noted that administrative responsibility will be imposed under Article 14.8 of the CAO RF. The fine is from 2 thousand to 4 thousand rubles for officials and from 20 thousand to 40 thousand rubles - for legal entities.

As Alexander Khaminsky, a lawyer and head of the Center for Law Enforcement in Moscow and Moscow Region, explained to Izvestia at the same time, the law was designed to hold the guilty responsible for violating the rights and interests of the buyer. The expert added that such a situation has arisen, among other things, with the imposition of goods and services that are additional to the main subject of the contract and require the consumer to make additional payments.
