Matvienko urged the Ministry of Health to explain to the regions the transition to clinical recommendations

Federation Council Speaker Valentina Matvienko on December 3 urged the Russian Ministry of Health to carry out explanatory work on the clinical recommendations, which are to come into force on January 1, 2025.

"When the Ministry of Health says, we have no problems with the transition to the new clinical requirements, and doctors are all buzzing. It doesn't work that way. You may not have problems, but doctors do. <...> If you are convinced that you are doing the right thing, then you should conduct extensive explanatory work, selectors with the regions, but the tension is growing and it is impossible not to react to it," she said during a meeting of the Council of the Federation with state secretaries, broadcast onTogether RF.

Russian Deputy Health Minister Oleg Salagai responded to Matvienko, specifying that the medical community had been consulted on the matter. According to him, additional proposals are being prepared at the moment, including the adjustment of legislation in this area.

Clinical recommendations are systematized documents describing doctors' actions on diagnostics, treatment and prevention of diseases and help him to make correct clinical conclusions. In the law "On the Fundamentals of Health Protection of Citizens", the article on the recommendation appeared in 2018. From January 1 of this year, medical institutions were obliged to apply these recommendations in their practice.

Due to amendments to the law introduced in December 2023, the transition period for medical institutions to provide medical care on the basis of clinical recommendations was extended until January 1, 2025.

Earlier, on November 2, the Ministry of Health of the Russian Federation proposed to oblige doctors to transfer medical documentation about the patient to the medical commission, if the sheet of incapacity for work was issued four times in six months. It is noted that the innovations will allow to identify employees with symptoms of disease at an early stage and due to intensive treatment to return them to work.
