The economy of surrendered: Russia will create a unified database of state statistics
The authorities will unite disparate databases of numerous agencies into one. Itis planned to invest 13.3 billion rubles in reforming state statistics in Russia by 2030, according to the federal project of the same name, which was reviewed by Izvestia. Rosstat said that the Digital Analytical Platform will become a unified system, which will provide not only the collection of all indicators, but also the centralized distribution of statistical information. Such a base will allow to make better and faster decisions on its basis and not to buy missing data from foreign consultants, experts say.
How domestic statistics will be developed
Reforming the Russian statistical system by 2030 will cost a little more than 13.3 billion rubles. This follows from the preliminary version of the federal project "State Statistics", which was familiarized by "Izvestia".
Most of these funds - almost 8 billion rubles - are planned to be spent on the creation of the Digital Analytical Platform for the provision of statistical data" (GIS DAC). The second largest item of expenditure - the development of Rosstat's information systems - is allocated just over 4.2 billion rubles. These funds are intended for the development of software and hardware for data exchange between Rosstat and other agencies, a source familiar with officials from several specialized agencies told Izvestia. Just over 600 million rubles will be allocated for the third one - the development of a methodology for calculating statistical information on the basis of big data.
According to the idea of the developers of the document, these investments from the federal budget will lead to the fact that by 2030 all statistical data in the Russian Federation (100%) will be automatically entered into the Rosstat system. At the same time, all transmitted information will comply with a single standard. And the amount of data that different departments must actually duplicate when transferring to statisticians can be reduced by almost a third, points out a source familiar with officials of several departments. In his opinion, all this should make Russian state statistics not only more accurate, but also more timely.
Theintroduction of the Digital Analytical Platform is one of the key goals within the development strategy of state statistics and Rosstat until 2030, the statistical service said.
- GIS DAC will become a unified system of interdepartmental data, which keeps records of all indicators and directories, control of the load on respondents, analyzing the demand for information and accounting for the place of data storage. The system will provide not only the collection of all indicators, but also centralized dissemination of statistical information," Rosstat said.
Step-by-step implementation of GIS DAC is already underway since 2023 - the platform will provide digital interaction of participants of the system of state statistics on the basis of a common methodology and information technology infrastructure, the service added. The key goal of state statistics is to create prompt, quality and relevant data for all consumers with minimal burden on respondents, they emphasized.
- Improvement of state statistics is one of the most important tasks in the digitalization of public administration, which, for various reasons, has so far significantly lagged behind international trends. The creation of a new digital platform, the transition to operational interaction with other agencies and businesses, the use of big data - all this should give a new quality necessary for the creation of Russia's data economy," Karen Ghazaryan, director of the Institute for Internet Research, believes.
"Izvestia" sent inquiries to the Ministry of Data and to the office of Deputy Prime Minister Dmitry Grigorenko.
- The national project "Data Economy and Digital Transformation of the State" is at the final stage of approval. It is premature to talk about specific figures. The initiatives necessary for the digital transformation of public administration and key sectors of the economy will be implemented within the framework of the new national program in full, - said the ministry.
What problems will the digitalization of statistics solve
The government decree ordered Rosstat to ensure the commissioning of GIS "Digital analytical platform for providing statistical data" by January 1, 2022, recalled ComNews Research partner Leonid Konik. Later, the head of the government Mikhail Mishustin postponed this deadline to September 1, 2024, but only September 15 came into force the order of operation of this GIS, formalized by the order of Rosstat, he noted.
In January 2023, Deputy Prime Minister Dmitry Chernyshenko said that there are about 4 thousand GIS of federal and regional levels in Russia (municipalities also have GIS), the expert continued.
- This number is already excessive: in August 2018, Alexei Kudrin, who served as head of the Accounts Chamber, was outraged by the fact that Russia has 340 federal GIS, the data in which do not clash in terms of formats and relevance," the expert recalled.
Five years ago, the system operated in much the same old way - data were hierarchically transferred from municipalities to federal authorities, the process of reconciliation and harmonization took place, and then, with a delay of six months, the information was already in the Rosstat databases, said Oleg Logvinov, General Director of Logvinov Consulting Service, an expert on digital transformation. In his opinion, the Rosstat system should be "a kind of barometer of the economy".
- For example, if it aggregated data of the Ministry of Labor on labor books, data of the Federal Tax Service on income and taxes of legal entities and individuals, data of the PFR on social payments, data of retail chains on the consumer basket, data on agricultural production and weather, it would be a real tool for fighting poverty, forecasting food prices, planning shares for the needy population," he believes.
Oleg Longvinov considers the measures outlined in the draft as relevant. The 13 billion rubles of the allocated budget for this task is a realistic figure to achieve results, he believes.
Now the task of promptness of actual statistics is even more important than before, said Valery Andreev, Deputy Director General for Science and Development of JSC "CPI". A special goal of state statistics is to eliminate the subjective factor from calculations and data presentation. Subjectivism, additions and falsifications, as well as irrelevance of data are the main problems that undermine confidence in statistical data, the expert said.
Prompt and high-quality statistics is needed by the state and business, as well as ordinary citizens, said Denis Kuskov, General Director of TelecomDaily. Infrastructure construction, healthcare, labor market, real estate sector - in these and many other areas, reliable statistical data is essential, he says. At the same time, many data, for example, on the IT market, are still much more complete and accurate in foreign consulting companies, he added. It is becoming increasingly difficult to buy them for a lot of money, so the market needs Russian products of this kind, the expert concluded.
