Legal power: Putin discussed with Mironov the centers for the protection of citizens' rights

About 80% of Russians' requests have been solved without court proceedings in the centers for the protection of citizens' rights, which were established 10 years ago on the initiative of "A Just Russia - For Truth". This became known at the meeting of Vladimir Putin with the head of the party Sergei Mironov on November 22. In total, 115 such centers were opened in 83 constituent entities of the Russian Federation. Vladimir Putin also asked about the current tasks of the faction in the State Duma today. According to Sergei Mironov, one of the central topics in the work of the Svoborossi was the assistance to the soldiers of the Defense Forces and their families.

Vladimir Putin has reached the finish line in a series of meetings with the heads of factions in the State Duma: the fourth was a conversation with the head of "Fair Russia - For Truth" Sergei Mironov. Prior to that, the president had already had time to talk to United Russia faction head Vladimir Vasilyev, Liberal Democratic Party of Russia leader Leonid Slutsky, and New People faction leader Alexei Nechaev.

At the beginning of the meeting, the president noted that they communicate with the head of the caucus leaders on a fairly regular basis. Last time the president held a bilateral meeting with Sergei Mironov in February 2023, then the central topic was the NWO and the situation in Donbass and Novorossiya.

"I would like to know how you assess the situation now, what you consider the most important, relevant and what the faction is working on in the Duma," Vladimir Putin asked at the beginning of the meeting.

Sergei Mironov said that the party had developed a "new economic course", which was approved at the congress. It will form the basis of the electoral program of the SRs for the State Duma in 2026. However, the details of the new economic model were not presented in the open part. Separately, the leader of the faction thanked the head of state for supporting the work of the centers for the protection of citizens' rights: 80% of people who went there for help do not go further to court. "And they all came with the intention to sue: somewhere with the employer, somewhere with the management company, somewhere else with someone else. We solve all these issues," the party head noted.

This year the centers will celebrate their 10th anniversary. Vladimir Putin supported this idea in December 2014 - to open reception centers across the country, where people will get help in protecting labor and pension, utility and social, consumer and other civil rights. Starting from January 2015, they began to open across Russia: today 115 centers for the protection of civil rights are operating in 83 constituent entities of the Russian Federation, including the DNR, LNR, Kherson and Zaporozhye regions. Over 10 years, more than 17 million people have received legal assistance in the centers, and more than 74 billion rubles have been returned to citizens.

"At one time, when I said that, probably, the main issues will be in the housing and utilities system, you said then: this is a kind of people's control in the housing and utilities system. And today people come with all kinds of problems besides housing and utilities. Free legal support, assistance, sometimes we even accompany in the courts, if necessary. Although, as I said, the lion's share is solved by other options, "- said Mironov.

Who is now a member of "Fair Russia - For Truth"

At the meeting in the Kremlin, a special military operation was also in the spotlight. The party patronizes regiment 1429, and also pays special attention to the families of the participants of the SWO and their provision, the head of the Sporossi noted. "I personally patronize four families. Unfortunately, in one family a participant died back in 2022. And according to the law, as you rightly say, remember, you once said, it would be good if every family had such a supervisor," Sergei Mironov said.

Since the first days of the special operation, the regional branches of A Just Russia - For Truth have united to help residents of the four reunified territories and servicemen. The party members regularly collect the "humanitarian aid" necessary for the front: warm clothes, medicines and foodstuffs. For example, at one of the congresses the start was given to sending 12 tons of the next humanitarian convoy to Donbass and Novorossiya, as well as to the front line - household chemicals, personal hygiene products, quadrocopters and other special means were taken there.

For political parties now it is important to promote the patriotic agenda not only from a moral point of view, says Evgeny Semibratov, deputy director of the Institute for Strategic Studies and Forecasts (ISIP RUDN) and lecturer at the Russian society "Znanie". At the moment there is a cohesion of society due to the current aggravation in the international arena, which political forces should respond to.

As for the party's performance, one should not underestimate the high level of the head of state's personal trust in Sergei Mironov, who, in turn, has always been impeccably loyal to Vladimir Putin, pointed out Yevgeny Minchenko, president of the Minchenko Consulting communications holding company. Despite the fact that sociologists predict the party "figures around the five-percent barrier," it is most likely that the united SRs will show a better result, Minchenko said.

- "In the last parliamentary elections, sociologists underestimated Just Russia, and as a rule, it performed better than experts predicted," the political scientist told Izvestia.

According to VTsIOM data as of November 17, 3.9% of voters would vote for Just Russia - For Truth when asked "If elections to the State Duma were held next Sunday, which of the following parties would you vote for?".

An important stage in the political life of the Spravedlivaya Rossiya was the merger with the parties "For Truth!" and "Patriots of Russia" at the beginning of 2021. This played a role, because if in the VII convocation of the 2016 State Duma "Fair Russia" took the last place, receiving 23 mandates, in the VIII - 27 mandates, overtaking the LDPR and coming in third place. The faction later admitted publicist and TV host Anatoly Wasserman, who won the Duma elections as a self-nominated candidate, into its ranks, securing 28 mandates in the lower house of parliament.

Nevertheless, some experts say the merger should not be overemphasized. "This step made it possible to attract media personalities who enjoy success among the population to the SRs' side, but the SRs have clearly failed to cope with the clearly existing task of occupying the position of a 'second party' as a left-wing successor to the CPRF," says Yevgeny Semibratov.
