Production and Potential: Russian Federation to Increase Production of UAVs and Space Equipment
The government has finalized the formation of eight national projects on technological leadership, for which Br3 trillion will be allocated from the budget until 2030. This became known on November 20 at a meeting between President Vladimir Putin and First Deputy Prime Minister Denis Manturov. Among the main areas are the development of space, health-saving technologies, improvement of the transportation system and support for food security. In some of them there have already been some successes: today low-power nuclear power reactors are becoming more and more in demand, as there are no serious emergencies at them. How much is spent in Russia to ensure technological sovereignty
Vladimir Putin met with Denis Manturov on November 20. On the agenda - national projects, which the authorities will realize from 2025 to 2030. The Cabinet of Ministers has already finalized a new portfolio of initiatives to replace the previous 15, which were in effect until 2024: now 19 national projects are designed to improve the lives of Russians and the country as a whole. They will stimulate both scientific and technological and socio-economic development of the country.
The meeting focused on eight of them - the national projects of the so-called technological leadership, the formation of which the government has fully completed. These are "Means of production and automation", "New materials and chemistry", "Industrial support of transportation mobility", "Promising space technologies and services", "Modern technologies of health saving", "Technological support of food security", "Unmanned aviation systems", as well as "New nuclear and energy technologies". The authorities will spend about Br3 trillion on them until 2030, emphasized Denis Manturov.
- In general, of course, such projects are visible, big. And I hope we will be able to implement them together, and then the structure of the Russian economy will really change at the pace we need," said Vladimir Putin.
The First Deputy Prime Minister dwelt on each of the listed projects separately. For example, "Means of production and automation" will primarily affect the industrial sector - this national project will increase labor productivity. In addition to metalworking machines, the emphasis will be placed on equipment for additive technologies (a branch of industry in which products are made of various materials by 3D printing). They also plan to increase the production of robots: by 2030 they want to create about 40 thousand units for various purposes. According to Manturov, the national project "Industrial support for transportation mobility" will give an impetus to the development of aviation, shipbuilding and machine building, as well as the production of electric and hybrid transportation.
- A very important aspect is the creation of high-speed traffic. By 2028, we must produce the first two high-speed trains (we are talking about the rail service from Moscow to St. Petersburg, the speed of trains will be up to 400 km/h. - Ed.), and by 2030 we will have delivered 43 rolling stock for high-speed railroads. And we emphasize the production of units, assemblies and the creation of maintenance systems, - emphasized First Deputy Prime Minister.
In the national project "Modern technologies for health saving" the emphasis will be placed on the creation of new generation medical products and drugs for the treatment of socially significant diseases, as well as on the development of technologies for cognitive diseases. The focus of the project on "Technological Ensuring Food Security" remains the development of genetics and breeding, as well as increasing the production of veterinary vaccines, drugs, enzymes, food and feed additives for animals. It is also about the development of agricultural machinery and equipment for animal husbandry.
- Today, the share of imported agricultural machinery in Russian fields is still significant. According to the Ministry of Industry and Trade, in 2023 it amounted to about 45%. At the same time, Russian manufacturers are gradually increasing their capacity. In 2022, the volume of agricultural machinery production increased by 10%, and by the end of 2023 - by another 12%," Yulia Ogloblina, deputy chairman of the State Duma Committee on Agrarian Issues, told Izvestia. - Agrarians hope that the national project will help create favorable conditions for the growth of production and export of agricultural products, as well as provide the country with food security. Russia will be able to become one of the leading players in the world market of agricultural products and strengthen its position in this industry.
The domestic industry has successfully coped with the sanctions blow, which caused the withdrawal of foreign companies, said Alexander Spiridonov, deputy chairman of the State Duma Committee on Industry and Trade. He noted that in a number of regions a new trend has already manifested itself: the "restart" of foreign brands that left Russia. For example, in the Ulyanovsk region the former foreign plant Hempel has been restarted.
- The task of achieving technological sovereignty will definitely be accomplished. We are doing everything possible for this purpose. The strategy is aimed at developing cooperation with new partners. We realize that the transition to innovative development of the economy will require from the state a new industrial and technological policy, including increasing the attractiveness of domestic jurisdiction for investments, balanced measures to support high-tech companies and turning the education system to the demands of the real sector of the economy," the parliamentarian told Izvestim.
Rare Earth Metals Mining and Space Services Market
However, Putin drew Manturov's attention to problems in ensuring sovereignty in certain industries. Including the organization of mining of rare and rare-earth metals. He reminded that this is a strategically important resource that Russia needs now. In particular, we are talking about the unused Tomtor deposit in Yakutia.

- There is, but it is "hanging". And those business structures that took these fields many years ago are not investing funds. We need to talk to them somehow and solve this issue: either they invest, or they somehow build relations with other companies, with the state," Putin emphasized.
Manturov reminded that one more national project - "New Materials and Chemistry" - is aimed at increasing the production of raw materials and development of metal enrichment technologies. The interlocutors also dwelled in detail on the development of the space industry, which is also the subject of a separate project - "Promising Space Technologies and Services". Here the Cabinet of Ministers emphasizes the creation of conveyor production of satellite vehicles, space equipment, as well as the build-up of orbital constellations for various purposes and remote sensing of the Earth.
- We need to ensure a market for space services. If we don't have a market for these services, we will never have enough budget money," the head of state said. - It is clear that the head of any agency wants to minimize its costs, everyone wants to receive free services from Roscosmos, and in the end, that means from the budget. If they pay themselves, they will use these services rationally, and Roscosmos will have a market.
Manturov replied that the authorities are already working on monetizing space services. "This will apply to all agencies so that everyone will have a budget," he said.
Small nuclear reactors - what are the advantages
Under the national project "New Nuclear and Energy Technologies" it is supposed to create small capacity reactors, Manturov said. Russian scientists have developed several dozens of such projects, one of them - RITM-200 - will be used in the Yakut village of Ust-Kuiga. This will be the world's first land-based low-power nuclear power plant. Such reactors make it possible to build compact modular plants in a short period of time without making high demands on the local grid infrastructure. Today, Russian nuclear power reactors are becoming more and more in demand because there are no serious emergencies at them, Putin said.
- Even small accidents [at them] are not considered as such, from the IAEA's point of view, even in the case of the most unfavorable development of the situation do not lead to severe consequences," the head of state noted.
In energy and oil and gas engineering, the level of technological sovereignty of the Russian Federation is 72%. "By 2030 we set the task to bring the level to 90%," Manturov said.
Since January 2024, another national project of technological leadership - "Unmanned Aviation Systems" - has been in effect. The main goal is to ensure a five-fold increase in UAV production and reach a level of independence of 70% by 2030. Production of motors, electrical components and controllers has already begun. "As we see today, the pace of mastering the technology is progressing, I think it will come sooner," the First Deputy Prime Minister is confident.
