The bill to combat "rubber" apartments by setting the minimum area for registration of foreign citizens at the level of 6 square meters per person has been sent to the government. This was reported to "RIA Novosti" on September 23 by Senator Airat Gibatdinov.

He specified that on the square meters of apartments fictitiously register an unlimited number of migrants.

"It is proposed to supplement part 2 of article 30 of the Housing Code of the Russian Federation to add part 2.1, which will specify the right of owners of residential premises to provide for the use of <...> premises to foreign citizens on the basis of a contract of hire, a contract of gratuitous use or on another legal basis, the term of which may not exceed the period of legal presence of a foreign citizen on the territory of the Russian Federation", - stated in the explanatory note to the bill, a copy of which is at the disposal of the agency.

The senator explained that due to the absence in the country of regulations on the area required for registration of migrants, unscrupulous landlords often use such machinations to circumvent the legislation for fictitious registration of illegal immigrants. According to the Ministry of Internal Affairs of the Russian Federation, last year the agency revealed 214 thousand violations in this area, Gibatdinov pointed out.

Earlier, on September 16, law enforcers conducted a search in one of the hostels in the center of Moscow, where 108 migrants live. They, as well as the management and administration of the hostel were taken to a subdivision of the Moscow IC for further investigative measures.

Before that, on September 12, investigators conducted searches in a hostel located on Profsoyuznaya Street in Moscow. Almost 440 citizens of foreign countries living there were taken to the police after the law enforcement raid to be checked for violation of migration laws.
