- The expert explained the effect of the law on silence in different regions of Russia
Yakov Yakubovich, an expert on socio-economic policy, said that Russia does not yet have a single federal law on silence, so noise restrictions are set at the regional level. In conversation with the agency RuNews24.Ru On Thursday, October 15, he noted that in Moscow, renovation work in residential buildings is allowed from Monday to Saturday from 09:00 to 13:00 and from 15:00 to 19:00. Noisy repairs are prohibited on Sundays and on public holidays.
An exception is provided for new buildings: within a year and a half after the house is put into operation, repairs can be carried out from 09:00 to 23:00 without a mandatory daytime break. Other restrictions apply in the Moscow Region. Construction work is prohibited on weekdays from 21:00 to 08:00 and from 13:00 to 15:00, and on weekends from 22:00 to 10:00. Since the requirements may vary in other regions, you should familiarize yourself with local legislation before starting repairs.
However, even observing the set hours does not always avoid conflicts. Although the law does not oblige residents to notify neighbors in advance about repairs or leave a contact phone number, such measures help maintain good neighborly relations. Respect for others and willingness to dialogue can turn repairs from the cause of a quarrel into a temporary inconvenience.
If neighbors violate the silence regime, it is recommended that you first try to negotiate in person or through a community chat. If it was not possible to solve the problem peacefully, if there is a night noise from 23:00 to 07:00, you can contact the police, and if there are violations during the daytime in Moscow, contact the Association of Administrative and Technical Inspections, writes RT.
To confirm the violation, it is advisable to make an audio or video recording indicating the date and time. According to the Moscow Code of Administrative Offenses, fines for citizens range from 1 thousand to 2 thousand rubles, for officials — from 4 thousand to 8 thousand, and for organizations — from 40 thousand to 80 thousand rubles.
In 2025, the total amount of fines issued to Muscovites for violating night silence reached 1.7 million rubles. Although individual penalties are relatively small, bringing to justice often helps prevent repeated violations.
Also on October 15, Dmitry Bondar, an expert on housing and communal services, said that if a person turns on the vacuum cleaner at one o'clock in the morning for the sake of general cleaning, this may be regarded as a violation of regional rules of silence, writes NSN. Bondar stressed that, according to the law, a warning cannot be verbal. It is issued in writing in the form of an official decree and entered into the database of the Ministry of Internal Affairs, notes 360.ru .
In July, State Duma deputies from the New People party proposed to establish uniform rules for limiting noisy work in residential areas throughout Russia. According to the authors of the initiative, the adoption of the bill will protect residents from unreasonably early start of noisy work.
In December, lawyer Turgunboy Zokirov, in a conversation with the Moscow City News agency, warned that noise on New Year's Eve could receive the same fine as at any other time. The lawyer also recalled that the launching of fireworks from the balcony of an apartment building is prohibited by fire safety regulations and may entail administrative liability.
