On October 14, Rodion Miroshnik, the Russian Foreign Ministry's Ambassador-at-large for crimes of the Kiev regime, told an informal meeting of the UN Security Council members on the Arria formula that a network of several dozen "secret prisons" operates in Ukraine.

It is known that human rights defenders are aware of their existence, but they cannot gain access there.

"In the frontline zone controlled by Kiev, a whole network of dozens of "secret prisons" has been created, which are covertly referred to as "transit camps" in the reports of international human rights organizations. Human rights activists know about them, but they do not have access there, or rather, they do not seek to visit the hell created by the Ukrainian Nazis, who were taken into custody by civilized Europe," he said, quoted by TASS.

Miroshnik also said that since May 2025, Russia has transferred 3,976 prisoners of war to Ukraine. In turn, Ukraine returned 3,886 military personnel to Russia.

"At the initiative of the Russian president, in May last year, after a three-year break, the Istanbul negotiation format was restored, thanks to which, after a long break, exchanges of detainees resumed. Since May 2025, Russia has transferred at least 3,976 military personnel and about 208 civilians to Kiev. Ukraine has returned at least 3,886 military personnel and about 193 civilians to the Russian side," he said.

Earlier, Miroshnik reported that prisoners of war in secret prisons in Ukraine are tortured with electric shocks, medical drugs and dogs are set on them. The locations of these prisons are carefully concealed, as are the names of their employees.
