When purchasing a secondary apartment, it is necessary to find out whether there is a debt on contributions for major repairs: unlike the standard utility debts of the previous owner, such debt can pass to a new owner. This was announced on October 14 by Alexander Aksenenko, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services.

"The finished apartment provides an opportunity to inspect the house, courtyard and surrounding infrastructure in advance. However, a lower price does not always mean lower costs after the transaction. A lower apartment price may be accompanied by future expenses for the replacement of communications, repairs or maintenance of an aging house. Therefore, the condition of the engineering systems and the building itself must be assessed separately from repairs inside the apartment," Aksenenko said in an interview withГазета.ги ".

The deputy separately noted the risks of transactions concluded by the seller shortly before declaring him bankrupt: in situations stipulated by law, such transactions can be challenged after the transfer of ownership, which is why transparency of the object's history is critically important.

The purchase decision is also influenced by the possibility of obtaining a loan. According to the deputy, preferential mortgages on the secondary market are available only to certain categories of citizens and in certain territories, and for the majority of buyers, credit conditions remain market-based.

At the same time, Aksenenko does not consider it appropriate to put secondary housing as opposed to new buildings: an apartment on the secondary market may cost less and makes it possible to move in immediately without waiting for completion of construction. According to the deputy, the main task of the buyer is to weigh a combination of factors: the cost of the facility, the credit burden, the technical condition of the building and the legal risks associated with a particular apartment.

Vladislav Grib, Deputy Secretary of the Civic Chamber of the Russian Federation, announced on October 12 that large families should rent apartments from unsold housing stock for free. Grib noted that it is possible to provide such housing in the format of subsidized rent at the expense of the state. According to him, this solves the problem of parents with many children being unable to take out a mortgage on a four-room apartment. In addition, in his opinion, such families should be provided with a mortgage "at zero percent."
