- The Moscow City Court commuted the sentence of the defendant in the case of low-quality bulletproof vests for the Armed Forces of the Russian Federation
The Moscow City Court changed the sentence of Vyacheslav Portyannikov, convicted of mediation in bribery in the case of supplying substandard body armor to the Ministry of Defense, replacing the seven years of imprisonment imposed on him with a suspended sentence with a probation period of four years. This follows from the data of the official portal of the courts of general jurisdiction of the capital dated October 6.
In June 2026, the Tushinsky District Court of the capital found him guilty of brokering 220 million rubles in bribes and sentenced him to seven years in a high-security penal colony.
"The main punishment imposed on Vyacheslav Vasilyevich Portyannikov is seven years in prison on the basis of Article 73 of the Criminal Code of the Russian Federation, which is considered conditional with a probation period of four years," the court said in a statement.
It is specified that during the probation period, Portyannikov was forbidden to change his permanent place of residence without notifying the supervisory authority and was required to appear there for registration on the prescribed days. The measure of restraint in the form of detention was canceled, and the convict was released.
The Basmanny Court of Moscow arrested Andrey Esipov, General Director of the Piket Group of Companies, on April 6, 2024. A criminal case was initiated under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale"). In August, it became known that the defendants in the case had received at least 2.4 billion rubles from the Ministry of Defense. In the same month, it was reported that the organization has shares in the authorized capitals of five companies, owns land plots and has more than 20 bank accounts.
In September 2024, Esipov's involvement in the shipments was confirmed by witnesses, as well as extracts from financial documents. It also became known that one of the defendants in the case admitted his guilt and began cooperating with the investigation, his name was not mentioned. In early October, an article about giving a bribe was added to Esipov. Later, on December 13, Esipov pleaded guilty.
On October 1, 2024, an article about bribery was added to two defendants in the case of the supply of low-quality bulletproof vests. Another person involved, Mikhail Kalchenko, is accused only of fraud.
On November 11, 2025, the Meshchansky District Court of Moscow found Esipov guilty and sentenced him to eight years in a penal colony. On September 7, 2026, the court sentenced Victoria Antonova, financial director of the Piket group of companies, to 10 years in a general regime penal colony.
