The European Union (EU) studies possibility creations special the mechanism for withdrawals frozen Russian assets and their subsequent transfers Ukraine. This was reported on October 9 by the newspaper El Pais, citing a source.

According to the newspaper, the amount of funds is about 200 billion euros. The bulk of these assets are held in the Belgian Euroclear depository. A source in Brussels explained that the initiative would allow separating Russian funds and related legal and financial risks from the depository, taking the problem beyond the jurisdiction of Belgium.

The creation of a separate fund is aimed at distributing responsibility for the use of assets among all EU states. The EC believes that such a scheme will not be a direct confiscation of funds.

It is assumed that Ukraine will have to return the money received after paying reparations from Russia.

According to information from the data of the Ukrainian Ministry of Finance and national agencies dated October 6, it became known that since the beginning of 2026, the Group of Seven countries have provided loans to Ukraine totaling $10.5 billion from proceeds from frozen assets of Russia, and the total amount of funds transferred to Kiev reached $49.4 billion.

The newspaper Les Échos reported on October 2 that members of the European Parliament had sent representatives of the European Commission (EC) an initiative to transfer frozen Russian assets in excess of €200 billion to Ukraine. The idea was supported in writing by 122 politicians. They expect that Russia's assets will be transferred from the Euroclear depository to some kind of mechanism that will be controlled by the EC.
