On October 9, the head of the White House, Donald Trump, announced an agreement with Russian President Vladimir Putin on the supply of diesel fuel to the American and global markets. As a result of the telephone conversation, Russia will immediately supply more than 300 thousand tons of diesel, another 500 thousand tons in November and 1 million tons immediately after that. At the same time, the U.S. Treasury Department published a general license authorizing operations with Russian diesel fuel until April 2027, and Moscow announced the early lifting of restrictions on its exports. About the agreements between Putin and Trump

Trump said he had a telephone conversation with Putin, following which Russia would immediately supply more than 300,000 tons of diesel fuel to the American and global markets. Another 500,000 tons are planned for November and 1 million tons immediately after that. Within a "short period of time," Russia will be able to export an additional 3 million tons of diesel fuel.

The American leader expressed confidence that the agreements would help significantly reduce the cost of fuel not only in the United States, but also around the world. According to him, thanks to the "control" of the United States over the Strait of Hormuz and the agreement with Russia, diesel prices will decrease at a record pace.

Trump also publicly thanked Putin for the agreement, calling it a major deal.

"I want to thank President Putin, to be honest. Our country will receive huge volumes of oil <... So thank you," Trump said in a conversation with reporters.

About Russia's position and the US decision

Putin said that the appearance of Russian oil on the US market would have a positive impact on the entire global economy.

"I am confident that this will have a positive impact on the entire global economy," the Russian president said in a statement posted on the Kremlin's website.

Deputy Prime Minister Alexander Novak said that Russia would immediately lift restrictions on diesel exports ahead of schedule. According to him, Moscow positively perceives Washington's steps aimed at stabilizing the global energy market and is ready for further coordination. Novak also allowed an increase in supplies abroad in November and December as repairs at the refinery were completed, assuring that the domestic market would be fully secured.

Kirill Dmitriev, Special Representative of the President of the Russian Federation for investment and economic cooperation with foreign countries, head of the Russian Direct Investment Fund, called the conversation between Putin and Trump a success. According to him, the continuation of Russian-American cooperation in energy and economics will benefit the global economy and contribute to strengthening peace.

For its part, the US Treasury has published a general license authorizing operations for the sale, supply, unloading and import of diesel fuel of Russian origin until April 7, 2027. The permit applies, among other things, to the import of Russian diesel fuel directly into the United States.

At the same time, the document does not lift restrictions on transactions with funds of the Russian Central Bank, the National Welfare Fund and the Ministry of Finance of the Russian Federation in American financial institutions.
