Experts discussed ideas for improving the efficiency of defense industry organizations

A regular meeting of the Expert Council on the Development of Financial Instruments and Non-financial Measures to support enterprises of the Military-industrial Complex (MIC) of the State Duma Committee on Industry and Trade was held at the site of the PSB Bank. The participants discussed proposals to improve the efficiency of enterprises of the military-industrial complex.

The meeting was attended by top managers of major Russian enterprises, representatives of banks, development institutions and government agencies. The head of the Council, Chairman of the PSB, Deputy Chairman of the Union of Machine Builders of Russia, Peter Fradkov, addressed the participants with an introductory speech.

"The change in the structure of the state defense order dictates the need to create scalable solutions that quickly increase production volumes and ensure the mass use of relatively inexpensive tools, including unmanned systems. In addition, in conditions of geopolitical uncertainty, maximum concentration of resources on key tasks is needed, provided they are unconditionally effective — from the GOZ system itself to individual functions at enterprises," Fradkov said.

Chairman of the State Duma Committee on Industry and Trade Vladimir Gutenev stressed that the participants needed to discuss the issue of changing the working model of industry organizations, taking into account both immediate tasks and long-term prospects. "Today it is necessary to switch to a new model of the defense industry, which will simultaneously solve current problems and build a foundation for the long term," he said.

The speakers at the meeting voiced proposals for the transformation of the long-term planning system for the development of technical equipment of the Armed Forces of the Russian Federation, to improve the system of state regulation of pricing and the application of prices in the field of defense. The participants also put forward a number of initiatives to modernize the system of regulation of contractual relations between the participants of the State Defense Order, as well as the use of intangible assets by defense industry organizations.
