The attacks by the Russian Armed Forces on data centers in Kiev and other major cities of Ukraine primarily complicate the command of the Ukrainian army. This was stated on Monday, September 28, in an interview with "Izvestia" by military observer, retired Colonel Viktor Litovkin.

According to him, Russian strikes on key technological facilities in Kiev, Dnepropetrovsk, Kharkov, Odessa and a number of other cities demonstrate high efficiency.

"Many television companies have already stopped working in Ukraine, communications have stopped working, and the control system of the armed forces has stopped working. They have backup systems, of course, but backup systems are not designed to work around the clock," Litovkin said.

According to him, the current situation creates serious problems both for the civilian population, who are deprived of access to information, and for units on the front line, who remain without operational orders and proper control from the command.

The expert compared data centers to a huge computer processor located in a large-scale building, where communication, data processing and transmission systems operate simultaneously, ensuring contact with the whole world.

"The loss of such systems is a blow to the management of the armed forces, a blow to public administration, a blow to the capabilities of the Ukrainian leadership to manage its units, various organizations, enterprises and officials," concluded Litovkin.

On the same day, in the evening, the Russian Defense Ministry reported that Russian military personnel had hit the "Ukrtelekom" data processing center in Kiev. ""In the morning, the agency reported that the Russian Army also hit the data processing centers of the companies "Ukrtelekom" and "Dreamline", which worked in the interests of the Armed Forces of Ukraine.

Andrei Kortunov, an expert at the "Valdai" International club, a political scientist, noted that attacks on data centers in Ukraine would hinder the actions of the CIPSO (Center for Information and Psychological Operations in Ukraine), as well as cause comprehensive damage to the Ukrainian Armed Forces.
