Teacher support has significantly expanded in 2026: Presidential Decree No. 498 of July 20, 2026 consolidated the special status of a teacher and added several new benefits at once — from the title of "Veteran of Labor" for 25 years of experience to free museum visits and legal aid. At the same time, salaries of state employees were indexed by 7.6%. But the previous measures have not gone away either: surcharges for classroom management and qualification categories, compensation for housing and communal services to rural teachers, extended vacations and early retirement — all this continues to operate. New measures to support teachers in 2026
In July 2026, Russian President Vladimir Putin instructed the government to expand measures to support teachers. The decree provides for the professional development of teachers throughout their work, including through additional education, as well as continuous methodological support in specialized subjects.
One of the key innovations is related to the award of the title of "Labor Veteran". Now teachers with 25 years of teaching experience can apply for it. Previously, departmental awards were required for this, but now seniority has become the determining factor.
Free admission to state and municipal museums at least once a month is another new measure stipulated by the decree. Private museums do not fall under it.

In addition, within six months of the decree's publication, the government was instructed to improve the requirements for teachers' working hours and the amount of their academic workload, as well as create a single sample teacher's certificate. Thus, the document may appear as early as December-January 2026-2027.
The leadership of the constituent entities of Russia is recommended to provide for the primary admission of teachers' children to kindergartens. Regional authorities also have the right to establish additional support measures for teachers.
Teacher salaries in 2026
Starting from January 1, 2026, teachers' salaries will be indexed by 7.6%, as stipulated in the federal budget. The next indexation is scheduled for 2027. At the same time, wages cannot be lower than the federal minimum wage, which in 2026 is 27,093 rubles per month.
Classroom guidance allowances still amount to 5,000 rubles per month, which is a federal payment, and one teacher can teach classroom guidance in only two classes. Regions often add their own incentive payments to this amount. They also pay extra for the qualification category: for the first one — an average of 15-25% of the salary, for the highest — 25-35%. Usually, such a payment begins to be received after two years of work at the same school.
Upon receiving the title of "Honored Teacher of the Russian Federation", a federal supplement is required — at least 15% of the salary. There are also regional titles, which have their own reward system. Payments from 500 thousand to 1 million rubles are provided for the winners of the All-Russian "Teacher of the Year" competition.
What benefits and payments have been preserved for teachers
In 2026, other benefits will continue to apply. Compensation for housing and communal services remains for rural teachers: teachers in rural areas are entitled to monthly compensation for housing, light and heat in the amount of 1.2 thousand rubles. At the same time, the regions have the right to increase this compensation, for example, up to 50-100% of the amount of communal services.
No one canceled the basic labor guarantees either. According to the law, a teacher's working week should not exceed 36 hours. However, for some specialists, the norm is even lower. For example, speech therapy teachers work no more than 20 hours a week, and music supervisors work no more than 24 hours a week.
Extended paid leave of 56 calendar days is provided for teachers. Every 10 years of continuous work, a teacher is entitled to a long unpaid leave of up to a year.
Early retirement is available to teachers after 25 years of teaching experience, but with a deferred application of up to five years, depending on the year of work. In 2026, those who have worked out the length of service in 2022 can apply for a pension.
Until 2030, the "Zemsky Uchitel" program is in effect in Russia, under which teachers are under 55 years old (in some regions under 50 years old). They can go through a competitive selection process and fill one of the vacancies in small towns and villages. At the same time, the teacher will receive a one-time payment of 1 million rubles (up to 50,000 people in the village). In the Far East, as well as in the DPR, LPR, Kherson and Zaporizhia regions, the payment is 2 million rubles. In return, you need to work for at least five years with a workload of 18 hours per week.
Regional support measures are provided for young teachers. In most cases, they include one-time payments and monthly allowances for the first three years of employment. The monthly allowance in Moscow is 40% of the salary, and with a red diploma — 50%. In the Moscow region, young teachers without their own homes are compensated for rent — from 20 to 30 thousand rubles per month, and for married couples of teachers — up to 45 thousand. Teaching students in the Moscow region are paid an additional 3 thousand rubles per month.
There are several housing programs available to teachers — there is no separate federal "teacher's mortgage" yet, but there are regional programs. For example, in the Moscow region there is a "Social Mortgage" program, under which the government pays 50% of the principal mortgage debt and another 50% over the next 10 years. The teacher only has to pay the interest.
