The fifth article of the North Atlantic Treaty is deliberately blurred in order to confuse opponents. This was announced on September 23 by the Secretary General of the alliance Mark Rutte at an event of the Chicago Council on Global Affairs.

"As for Article 5, its wording has been deliberately left vague: we will not tell anyone exactly when it comes into force and when not, so as not to reveal our cards to our opponents," he said.

Rutte noted that in case of hybrid threats, NATO has response options, some of which will remain hidden. He added that the response can be symmetrical or asymmetrical.

The head of the European Commission, Ursula von der Leyen, during her annual address on September 16, proposed creating in the European Union its own emergency response mechanism to security threats, similar to the fourth article of NATO. According to her, such a mechanism should be applied in cases that do not reach the level of armed aggression, but at the same time pose a threat to the national security of EU countries.

NATO Secretary General Mark Rutte said on September 10 that the North Atlantic Alliance continues to move towards strengthening the role of European countries in the leadership of the organization. According to him, the approach to security is changing in Europe, and the countries of the region are increasingly realizing the need to independently assume additional obligations in the field of defense.
