Our.dom.rf will switch to the registration form of permits

DOM.RF has prepared the Unified Information System of housing construction nash.dom.rf (UISZHS) for the transition to the register form of permits. The system implements functionality for working with new "paperless" permits and notifications about the beginning and completion of residential housing construction.

The transition will increase the level of digitalization of the construction industry and simplify interdepartmental interaction, eliminating duplication of data and the need for multiple provision of paper copies, explained DOM.RF. This is an important stage in the digital transformation of the construction industry, said the First Deputy General Director of DOM.Russian Federation Alexey Nidens.

"A significant part of the digital ecosystem of construction is the nash.dom.rf system, where the necessary set of functions has already been implemented. This will ensure a new level of transparency in the construction industry and create a seamless digital environment for all participants in the process — from authorities and developers to citizens, who will have access to up—to-date and legally relevant information about facilities in real time," said Nydens.

The nash.dom.rf system provides the opportunity to work both using the usual format of permits and with the registration form. This approach supports the "soft" transition of the regions to the new form until September 1, 2027, the DOM.RF noted.

The transition to the registration form of construction permits in Russia began on September 1, 2026. The changes are provided for by Federal Law No. 304-FZ of July 31, 2025, according to which building permits, commissioning of facilities and notifications of planned and completed construction will be issued in the form of entries in the federal register. The new model will become a single digital mechanism for working with permits in construction and will eliminate paper documents. Regions will be able to connect to the registration form as soon as they are ready, and the transition must be completed by September 1, 2027.
