The regions with the sharpest increase in utility tariffs since October 1 have been named

On October 1, the second stage of housing and communal services tariff indexation will begin in Russia. The strongest growth is expected in the Stavropol Territory (22%), the Republic of Dagestan (19.7%) and the Tambov Region (17.5%), follows from the decree of the Government of the Russian Federation dated November 25, 2025 No. 3413-R.

The Tyumen Region (17.2%), the Republic of North Ossetia–Alania (16.3%), the Komi Republic (15.3%), Moscow (15%), the Orel Region (15%), the Perm Territory (15%) and the Yamalo-Nenets Autonomous District (15%) were also among the leaders in the indices. The minimum index, only 8%, is set in Khakassia and the Chukotka Autonomous Region.

Alexander Yakubovsky, a deputy of the State Duma of the Federal Assembly of the Russian Federation, explained in a conversation with "Izvestia" that it was about the indices of changes in the total utility bill, and not about the mechanical increase of each line in the receipt by a fixed percentage.

"Starting from October 1, we are not talking about the fact that each line in the receipt will automatically grow by 8-22%. The government has established indices of changes in the total payment of citizens for utilities, and the specific payment depends on the set of services, the established tariffs and the volume of consumption," said the deputy.
