On UN reform and expansion of representation

At the same time, the Russian President acknowledged that not all aspects of the UN's work are satisfied with the participating states today.

"Probably, we don't always like and are satisfied with the work of the United Nations. At the same time, I must note that in fact, to be honest, this has always been the case, almost from the moment of its creation," Putin said.

As an example, he cited Soviet Foreign Minister Andrei Gromyko, who was called "Mr. No" for his active use of the veto.

The Head of State also said that the UN's potential has not yet been fully developed.

"The potential of the United Nations seems to be far from being fully developed, and it is important to make efforts to increase the effectiveness of its activities and expand representation in its bodies, including the Security Council, at the expense of the countries of the Global South and East," Putin said.

On the multipolar world order and international law

The Russian President noted that global politics and the economy are undergoing fundamental changes.

"We are talking about the formation of a new, truly just, multipolar world order. This process is objective and, frankly, it is already clear to everyone that it is irreversible," Putin said.

He also added that more and more states are striving to determine their own fate and defend their legitimate interests in the international arena.

In these circumstances, the UN, in his opinion, should retain the role of the main mechanism for coordinating the interests of states.

"The World Organization should undoubtedly retain the functions of the main mechanism for coordinating interests. It was created from the very beginning as a mechanism for coordinating interests," Putin stressed.

At the same time, he pointed out that the UN Charter should continue to be a key source of international law. There is no other universal mechanism for coordinating the interests of states in the world, the President added.

The SCO's role in a multipolar world

Putin emphasized that along with the United Nations, new multilateral and regional structures, which have strengthened in Asia, Africa and Latin America, are organically integrated into the architecture of the emerging multipolar world.

"One of these structures is our Shanghai Organization," the President noted, expressing hope that the meeting in the SCO plus format would help strengthen friendly relations between the participants and enhance cooperation in a wide range of areas.
