New rules for registration of cars of private security organizations have entered into force in the Russian Federation

On September 1, amendments to the rules for approving the exterior design of vehicles of private security organizations came into force, which relate to special paint, information labels and signs on vehicles of such companies. The changes were approved by government Decree No. 330 dated March 26, 2026, according to the website of the Russian State Traffic Inspectorate.

The document stipulates that in order to coordinate special coloring, inscriptions and signs, the head of a private security organization must send a paper application to the regional division of the traffic police with the attachment of the layout schemes of the design elements. It is allowed to submit electronic requests through the service on the website of the Ministry of Internal Affairs when choosing a form on behalf of a legal entity.

The resolution also provides for a number of restrictions. In particular, when developing schemes, it is forbidden to use decorative stripes and panel painting, as well as to place inscriptions on the windows and external lighting devices of the car. In addition, the design should not reproduce the state symbols of the Russian Federation and the heraldry of operational services, the use of retroreflective films and individual paint and varnish materials is prohibited.

The deadline for reviewing applications is set at up to 20 working days from the date of registration of the documents. The adoption of the resolution is conditioned by the need to prepare regulatory legal acts ensuring the implementation of the norms of the Federal Law "On Private Security Activities," the department noted.
