The construction of housing for privileged categories of citizens is funded by the Development Institute under the program "Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation", launched on behalf of the President.

The program was created in order to attract doctors, teachers and other specialists of sought—after professions to the Far East, said Yuri Trutnev, Deputy Chairman of the Government of the Russian Federation and Presidential Plenipotentiary Representative in the Far Eastern Federal District. The program runs until 2043. At the moment, the construction of almost 12 thousand apartments has been financed. Rental houses under the program are open in the Republic of Sakha (Yakutia), Chukotka Autonomous District, Amur, Magadan and Sakhalin regions, Primorsky, Kamchatka, Khabarovsk and Trans-Baikal Territories.
