On August 25, 2026, at a press conference in the Izvestia News Center, LDPR Chairman Leonid Slutsky presented a report on Pension Inequality in Russia.: analysis of 89 regions". According to the parliamentarian, in each of the 89 regions of the country, the Liberal Democratic Party analyzed the amount of pensions, regional payments, subsidies and benefits for housing and communal services, transport, medicines, medical care, and care provision. Slutsky stressed that despite the uniform pension legislation, the quality of life of an elderly person in Russia today depends on the region of his residence. Thus, the gap in the amount of the average assigned pension reaches 2.25 times, and the living wage of a pensioner differs by more than three times. To combat pension inequality, the Liberal Democratic Party has prepared the state program "Pensioners of Russia" for 2027-2032.
"If a region is rich, it can provide pensioners with all the necessary support measures, but if there is not enough money in the regional treasury, the elderly have to literally survive. Only 7 out of 89 regions have a regular cash payment from the regional budget, which is assigned to any unemployed pensioner who has reached retirement age, without having to have the status of a "Labor Veteran" or disability. Despite the low level of pensions, in 65 regions the basic threshold for housing and communal services costs today is 22% of the income of the elderly, while the minimum threshold of 10% is valid only in two regions," Leonid Slutsky said.
According to Slutsky, the party demands the adoption of a federal standard for a decent old age, a proposal included in the state program "Pensioners of Russia." According to the LDPR leader, the basic guarantees for pensioners should be the same regardless of the place of residence. The region has the right to give more to a person, but it is impossible to fall below the federal minimum. The politician said that the Liberal Democratic Party proposes to set pension income at at least two minimum wages and introduce a transparent accrual formula of 2,000 rubles for each full year of service. The party will also seek the introduction of the federal status of "Labor Veteran" for men with 35 years of experience and women with 30 years of experience, which will provide for an additional pension payment of 10,000 rubles and a single package of benefits. At the same time, the party proposes to establish that housing and communal services costs cannot exceed 10% of a pensioner's income.
Alexander Kotov, director of the Law Development Center, also took part in the press conference. He called for the creation of a unified register of social rights for pensioners, which will become a personal navigator for government support.
"We propose the creation of a unified register of social rights, which should actually become a person's personal navigator for government support. This is especially important for the elderly. Because social policy should work not on the principle of "who could figure it out, got it," but on the principle of "if a person needs help, the state should do everything to get it," said Alexander Kotov.
Valery Seleznev, a deputy of the State Duma from the Liberal Democratic Party, who took part in the discussion, proposed that by January 1, 2028, military pensioners should increase to 100% the share of monetary allowances taken into account when calculating pensions and return full-fledged indexation.
"Military retirees have earned their payments over the years of service, so I think it's wrong to maintain mechanisms that actually reduce the estimated base of their pension. The Liberal Democratic Party proposes to increase the share of monetary allowances taken into account in the calculation of pensions to 100% by January 1, 2028, and to return full—fledged indexation," said Valery Seleznev.
In addition, Seleznev demanded the establishment of a unified federal standard, including a guaranteed level of medical care and sanatorium provision for military retirees.
