Nebenzia accused Kiev of terror against Russian civilians

After the lack of expected results on the battlefield, Kiev switched to the tactics of attacks on civilian targets in Russia. This was stated on August 24 by Russia's Permanent Representative to the United Nations (UN) Vasily Nebenzia at a meeting of the organization's Security Council on Ukraine.

"Having failed to achieve the desired results on the battlefield, the Kiev regime has finally descended into outright terror against the Russian civilian population," the Russian diplomat said.

Nebenzia stressed that the Ukrainian authorities continue to turn to Western countries for new supplies of weapons and ammunition, which, according to him, are being used to attack Russian cities, residential areas and civilian infrastructure facilities.

According to the Russian permanent representative to the UN, the purpose of such actions is to create tension within the country and destabilize the situation.

The Ukrainian Armed Forces launched a record number of drones in a day, but the Russian air defense system stood the test of strength.

UN Under–Secretary-General Rosemary Dicarlo reported earlier that day that the number of dead and injured civilians in Russia in January-July 2026 increased by 119% compared to the same period last year. According to the Russian authorities, 329 people were killed and 2,197 residents were injured during this time.
