New urban planning regulations introduced in Primorye

A new system of security zones in the historical center of Vladivostok has been approved in Primorsky Krai. The decree of Governor Oleg Kozhemyako cancels temporary security zones that have been in effect since 1998. The outdated document was replaced with current regulations for the entire historical part of the regional capital.

According to the head of the regional Inspectorate for the protection of cultural heritage sites, Vladimir Osetsky, quoted by PrimaMedia news agency, the 1998 decree on temporary protection zones was designed for a fairly large territory of Vladivostok. In particular, there was no detailed study of individual sites, and there were no clear and unambiguously perceived requirements for urban planning activities.

In 2002, a new federal law began to take effect, fundamentally changing approaches to the preservation of cultural heritage sites. In addition, the architectural appearance of Vladivostok has changed a lot over the years.

For this reason, the authorities decided to develop a new document defining the requirements for urban planning activities, taking into account environmental changes and ensuring the preservation of cultural heritage sites.

The set of regulatory documents includes the borders, the subject of protection and the requirements for urban planning regulations of the landmark "Historical Center of Vladivostok". Local governments and the regional government participated in the development. The package of documents passed the mandatory state historical and cultural examination and received a positive conclusion.

The goal is to ensure the preservation of cultural heritage sites in the historical center of Vladivostok. There is a unified security system in place for him now. The government notes that the cancellation of the temporary scheme does not mean the removal of state protection from cultural heritage sites. There are individual regulatory areas for monuments with clear boundaries and requirements for the mode of use.

In April, it was reported that the monument to Cyril and Methodius in Vladivostok had been moved to a new location. The reason is the construction of a museum and theater complex. The monument is located on Aksakovskaya Street. In the near future, the sculptural composition will be sent to a specialized warehouse. The new location for the monument, which is a landmark for the city, will be chosen by experts from the Council for Culture and the Council for Architecture.
