Banks have become less likely to refuse to issue car loans to Russians

In Russia, the share of refusals for car loan applications in July 2026 was 67.5%. This result was 2 percentage points (pp) less than in early summer, and 9.2 percentage points less than in July last year. This was announced on August 21 by the National Bureau of Credit Histories (NBKI).

The share of refusals to issue car loans has decreased slightly since the beginning of this year, but it still remains at a fairly high level, said Alexey Volkov, NBKI Marketing Director. He explained that in the context of tight monetary policy, which includes, among other things, serious restrictions on lending to citizens with high debt loads, banks still maintain a fairly low appetite for risk and increase the requirements for the quality of credit histories.

Among the regions, the largest share of refusals for car loan applications in July was recorded in the Altai Territory (76%), Irkutsk (75.9%), Kemerovo (74.9%) and Novosibirsk (74.2%) regions and the Krasnoyarsk Territory (73.7%). The lowest were in St. Petersburg (58.5%), Nizhny Novgorod Region (59%), the Republic of Chuvashia (60.4%), Vologda Oblast (61.1%) and Moscow (61.6%).

The strongest dynamics in reducing the share of refusals turned out to be in the Republic of Crimea (-4.4 percentage points), Omsk Region (-3.8 percentage points), Krasnoyarsk Territory (-3.6 percentage points) and Irkutsk (-3.3 percentage points) regions.

Earlier, on July 30, experts announced an increase in the availability of car loans in Russia. In the second quarter of 2026, the average loan rate for new cars in Russia decreased to 10.1%, and the amount of car loans decreased relative to the results of the first quarter.
