The girl who painted "Smesharikov" in Bolokhovo suffered the accusation
The girl Ksenia, who drew the characters of the cartoon "Smeshariki" on a playground in the town of Bolokhovo, Tula region, told Izvestia on August 20 that she chose the playground for her work because of the imitation of grass on the surface of the complex.
"To be honest, I'm terribly sad that I have to erase my work. When the idea was burning in my head to draw Smeshariki on asphalt, the fact that they lie like that, I chose this asphalt because it's like an imitation of grass, but I didn't know that you can't draw here at all," the girl shared.
The child's mother, Lyubov, also said that the Bolokhovo administration contacted her husband on August 18. It was noted that the family wanted to be prosecuted for intentionally causing damage to property and vandalism.
"Everything was fine. We had no suspicions that the child was doing anything outrageous and criminal," Lyubov clarified.
At the same time, the secretary of the local administration declined to comment and did not answer questions about why "vandalism" was imputed to the act. In addition, Olga Strelnikova, deputy head of the city administration, indicated that she herself did not consider the incident to be an administrative violation on the part of a minor, however, the act would be evaluated later.
"If there is a violation, I think they will tell us, and we will fix it," she explained.
As Ksenia's mother noticed, when the girl found out about the incident from social networks, she immediately relaxed and regained consciousness for several days. At the same time, Lyubov expressed gratitude for the support of her daughter's work and those who stood up for the child.
"She is not a professional artist, but she is very attracted to creativity. She likes to do things with her hands, sculpts from plasticine, draws a lot at home, we have a lot of drawings. I decided to go outside the apartment with my creativity," concluded Lyubov.
Izvestia correspondent Igor Kaporikov presented Ksenia with a teddy bear and wished her creative success.
On August 19, in the town of Bolokhovo in the Kireevsky district of the Tula region, the local administration threatened a child with criminal liability after he painted cartoon characters "Smeshariki" on the rubberized playground surface. They stated that the application of drawings to the rubber coating is regarded as damage to municipal property. The officials referred to Articles 214 ("Vandalism") and 167 ("Intentional destruction or damage to property") of the Criminal Code of the Russian Federation.
The Commissioner for Human Rights in the Tula region, Alexander Golovin, said that the office would check the situation in the city of Bolokhovo and would not offend a child. Commenting on the incident, the Commissioner for Human Rights in the Russian Federation, Yana Lantratova, urged not to bring the girl to justice. She noted that the incident should be perceived as children's creativity, and not as a reason for punishment.
After that, Ksenia began to wipe her drawing from the coating on her own. The girl's mother noted that the paint does not pose a danger to others, as the drawing is made with ordinary pastels.
