In the Tula region, they promised to protect the one who painted "Smesharikov" on the site.

The Commissioner for Human Rights in the Tula region, Alexander Golovin, said that the office would check the situation in the city of Bolokhovo and would not offend the child who drew the characters of "Smesharikov" on the playground. He informed Izvestia about this on August 20.

Golovin emphasized that such zones are designed for children to play — they run, jump, draw and develop on playgrounds.

"Well, they drew a picture. Honestly, I don't see anything scary here. <...> If we raise this issue from the point of view of the rights of the child, of course, we will ensure the rights of the child in full," he explained.

Commenting on the incident, the Commissioner for Human Rights in the Russian Federation, Yana Lantratova, on the same day called for the child not to be held accountable. She noted that the incident should be perceived as children's creativity, and not as a reason for punishment. According to the Ombudsman, the task of adults in such a situation is to explain the rules of behavior to the child and help correct the consequences, rather than intimidate him with responsibility.

By and large: teenagers want to be tried for crimes as adults

In case of repeated crimes, they are offered to be carried out through criminal law emancipation.

On August 19, in the town of Bolokhovo in the Kireevsky district of the Tula region, the local administration threatened a child with criminal liability after he painted cartoon characters "Smeshariki" on the rubberized playground surface. They stated that the application of drawings to the rubber coating is regarded as damage to municipal property. The officials referred to Articles 214 ("Vandalism") and 167 ("Intentional destruction or damage to property") of the Criminal Code of the Russian Federation.
