The State Duma proposed extending the tax cashback to families with one child
State Duma deputies have prepared an inter-factional bill proposing to extend a tax cashback of 7% of personal income tax to all low-income families with children, including families with one child. This was confirmed on August 15 by the relevant document, which was reviewed by RIA Novosti.
The initiative was sponsored by deputies Yaroslav Nilov, Nina Ostanina, Alexey Didenko and Dmitry Gusev. The bill amends the law "On Annual Family Payments to Citizens of the Russian Federation with two or more children." According to the explanatory note, working parents in families where the average per capita income does not exceed 1.5 times the regional subsistence level will be able to receive a refund of part of the income tax paid.
"We propose a simple and fair approach: if a family is low—income and is raising a child, it should have the right to support, regardless of whether there is one child in the family or several," Gusev said.
The current regulations provide for the introduction of such a support measure from January 1, 2026 only for families with two or more children. The new bill suggests that expanded rules for families with one child will come into force on January 1, 2027. Each of the working parents who have applied will be able to return 7% of personal income tax for the year.
On July 30, Nilov and Gusev announced that it was necessary to reduce the actual personal income tax rate to 9% for young professionals and citizens caring for the elderly and disabled. According to the document, it is proposed to amend the second part of the Tax Code of the Russian Federation. The support mechanism provides for the refund of a portion of the personal income tax paid so that the final tax rate for certain categories of citizens is 9%.
