The State Duma appreciated the idea of increasing fines for "obochnikov"
The State Duma opposed the initiative to increase the fine for driving on the side of the road for motorists. According to Dmitry Gusev, first deputy chairman of the control committee and first deputy head of the Fair Russia faction, the current measure of responsibility is sufficient, and most drivers try to follow the rules.
"The increase in fines, especially now, will be perceived by people as another pressure on motorists, and not as a concern for safety," Gusev told TASS on August 6.
The deputy noted that it is necessary to combat traffic violations not by increasing fines, in particular when it comes to driving on the side of the road, but to pay attention to the organization of traffic, deal with traffic jams and markings. The installation of photo- and video-recording cameras also helps to combat violations, he said.
On August 5, the National Automobile Union (NAS) appealed to Prime Minister Mikhail Mishustin with a proposal to increase the fine from 2,250 to 5,000 rubles for violating the rules for the location of a vehicle on the roadway, oncoming traffic, as well as movement along roadsides or crossing an organized transport or pedestrian column or taking a place in it.
According to Anton Shaparin, NAS Vice president, drivers moving along the side of the road defiantly violate traffic regulations while others stand in traffic jams, openly expressing disrespect for others and creating emergencies and conflicts. The reasons for the appeal were both the high number of violators in some regions and the lack of control over the "guards" in others, WE indicated.
