Mortgage issuance in July decreased by 26.6% compared to June
The volume of mortgage loans issued by Sberbank in July 2026 amounted to 254.2 billion rubles, which is 26.6% less than in June and 12.4% more than a year earlier. This is stated in a study of Sberbank's Domclick service.
The decrease by June is primarily due to an adjustment in demand for preferential mortgages, analysts say. The July issues are comparable to those in April and exceed the figures for February, March and May 2026.
At the same time, the distribution of borrowers' interest in different types of real estate has become more balanced, said Alexey Leypi, director of Sberbank's Domclick department. The share of primary housing was 47.6%, ready—made apartments — 27.2%, country houses - 12.3%, individual housing construction (IHS) — 9%.
"We see that demand is shifting towards greater uniformity: the predominance of the primary market, which lasted from the second half of 2024 to January 2026, is gradually ceasing. At the same time, there is a growing demand for housing segments that are less dependent on concessional financing," said Leypi.
The primary market has adjusted the most. In July, 121.1 billion rubles were allocated for new buildings, which is 39.5% less than in June and 15.7% less than in July 2025. In June, borrowers sought to apply for loans before the expected change in the terms of preferential programs from July 1, analysts noted. The highest share of loans for new buildings was recorded in the Rostov Region (66.1%), Khabarovsk Territory (60.8%) and Tyumen Region (57%).
The issue of secondary housing amounted to 69.4 billion rubles, which is 10.9% more than in June and 2.2 times more than in July last year. Since February, the volume of loans in this segment has been at the level of 60-70 billion rubles per month. The leaders in the share of ready-made apartments were the Magadan (59.2%) and Murmansk (45.4%) regions.
53.7 billion rubles, or about 21% of the entire mortgage market, were allocated for the purchase of ready-made country houses and the construction of their own homes in July. Disbursements for finished homes decreased by 29.6% to 31.2 billion rubles by June, while the segment grew by 13.9% year-on-year.
