Biometrics and the Amina program for monitoring migrants have been introduced in Moscow.

Moscow authorities have tightened control over migrants at the border and inside the capital as part of an experiment approved by Russian President Vladimir Putin. This was announced on August 5 by the mayor of the capital, Sergei Sobyanin, in an interview with TASS CEO Andrei Kondrashov.

"Today, with the help of Moscow, together with colleagues from the Federal Security Service and the Ministry of Internal Affairs, a biometric control system has been created at the border, where any migrant who passes through the border leaves his biometrics, fingerprints and a digital photo, which can always be used to identify him," Sobyanin said.

He noted that the system is being implemented in 11 other regions and in all major transport hubs. For control inside the city, the Amina program has been created, which is installed on the migrant's phone, allowing online tracking of his movements. If the program does not work, it is considered a violation of the migration regime, and the person is subject to expulsion. Also, when issuing a patent, genomic information is taken from all migrants, which helps to solve crimes committed even 10 years ago.

Sobyanin stressed that in this way, control at the border and inside the region has been strengthened and the capabilities of law enforcement agencies to search for criminals have been expanded.

This will help control the flow of labor from abroad, but it may also cause an outflow of foreign personnel, experts believe.

On July 26, Russian President Vladimir Putin signed a law obliging children of migrant workers to leave the country after they reach the age of 18. Minor children of a foreign citizen retain the right to temporarily stay in Russia only for the duration of their parent's patent.
