Putin signed a law on simplified car registration in new regions

Russian President Vladimir Putin has signed a law simplifying car registration in Donetsk and Luhansk regions, Zaporizhia and Kherson regions. On August 4, the document was posted on the website of the official publication of legal acts.

The law authorizes the government of the Russian Federation in 2026-2027 to establish cases of simplified registration in respect of cars that were registered in new regions of the country or on the territory of Ukraine before December 31, 2025.

Under the simplified procedure, certain categories of cars can be registered without paying customs duties, recycling fees and state duties. Safety and environmental assessment (conformity assessment), diagnostic card (inspection) and customs documents will also not be required. The vehicle passport will be issued on paper.

The new rules apply to cars owned by citizens of the Russian Federation who permanently reside or previously resided in the new regions at the time of their incorporation into the Russian Federation, as well as cars of local legal entities, as well as those converted to state ownership and subsequently transferred to the treasury or transferred to enterprises and institutions subordinate to government authorities.

On August 3, the OKO Association, which unites manufacturers and operators of violation detection systems, proposed the use of unmanned aerial vehicles such as drones and quadrocopters to monitor traffic regulations on highways. The government confirmed that they had received the appeal and forwarded it to the Ministry of Transport and the Interior Ministry.
