"New people" proposed to create a system of responsibility for abandoned animals

The New People faction proposed to strengthen the responsibility of pet owners and consolidate additional pet protection measures in Russia. This was announced on August 4 by the first deputy chairman of the faction in the State Duma, Deputy Speaker of the lower house of parliament Vladislav Davankov during a Single day of assistance to animal shelters.

According to the deputy, one of the main tasks for the coming years should be the formation of owners' understanding of responsibility for the maintenance of pets.

"Shelters have a lot of problems now. Our main task for the next five years is probably to make sure that those who get animals understand their own responsibility, and that if they leave the dog, then this responsibility will definitely come," Davankov said.

He noted that the state should also participate in supporting shelters, including through financing and social advertising, which will help people take animals from shelters more often. In addition, as part of the New People campaign, the Animal Protection Code was introduced, which provides for the consolidation of five basic animal rights.

"Legislative changes are needed to protect animals. That is why we are announcing the creation of the Animal Protection Code. We propose to consolidate the five basic rights of every animal: the right to life, to protection from cruelty, to decent maintenance, to a responsible owner and to help," said Maria Maryasova, head of the committee for work with New People's influencers.

A single day of assistance to shelters was held in 50 regions of Russia. The campaign has been held for the second year in a row. It was launched for the first time in early August last year and has now become a tradition that unites thousands of caring people. Kaliningrad was the first to hold a Single Day of Animal Welfare this year. On the territory of the shelter, volunteers helped with the cleaning of the territory, landscaped enclosures, walked with dogs, and also brought medicines and animal feed.

"New People", as noted in the party's press service, traditionally cover animal welfare days twice a year. In 2025, shelters received more than 100 tons of aid, more than 300 zoo cleanups were organized throughout the country and 250 "boxes of goods" of all kinds of assistance were collected.

On June 24, State Duma deputies from New People proposed creating a federal register of lost and found pets. The authors of the initiative clarified that the system can be integrated into the Gosuslugi portal, regional digital services, the work of shelters, veterinary clinics and local governments. According to the "New People", the appearance of the registry will make it possible to return pets to their owners faster in the first days after the loss.
