The Altravit Reproduction clinic in Moscow, where the biomaterial of Telegram founder Pavel Durov is stored (listed as a terrorist and extremist by Rosfinmonitoring), reported that there were no restrictions on its use. Representatives of the institution told the "Paragraph" about this on July 30.

The clinic noted that the biomaterial has been stored there for many years, and Durov himself is a non-anonymous donor. According to the representatives of the institution, there were no prohibitions or additional questions in connection with its status. In addition, patients continue to enroll in the program with this donor.

"Our patients sign up for this program. The biomaterial has been stored for a long time, for many years. He is our donor, so there were no prohibitions or questions about this anonymous donor," the clinic said.

They also clarified that the program is available to patients under the age of 36 for free. For older women, another option is provided — the use of donor eggs. In this case, the patient purchases eight donor oocytes worth 30,000 rubles each, undergoes the necessary medical examinations, and then, together with the doctor, determines the future plan for the fertilization procedure.

Rosfinmonitoring added Durov to the list of terrorists and extremists on the same day. The day before, he was charged in the case of facilitating terrorist activities in Ukraine. The reason for the criminal case was the investigation of the activities of the chatbot "Diver/Leo — dating, communication and new friends" in Telegram, which was previously included in the unified register of prohibited information of Roskomnadzor.

In addition, the FSB of Russia stated that the administration of the messenger had not deleted prohibited information and a number of channels, chats and bots that were used by the special services of Ukraine and terrorist organizations. It was noted that the Ukrainian special services used the "Leo Diver" to involve Russian citizens in terrorism, and since July 2025, 46 Russian citizens aged 12 to 22 have been detained.

After the charges were filed, Durov changed his avatar on his channel, posting a meme with himself in the image of a terrorist. Marina Kim, first deputy chairman of the State Duma Committee on Information Policy, in turn, noted that Durov was personally charged with facilitating terrorist activities, and not the Telegram platform, and therefore it is too early to draw conclusions about the consequences for the audience.
