On July 28, during a preliminary vote, the majority of US senators supported the bill on sanctions against Russia, the main legacy of the late US Senator Lindsey Graham (listed as an extremist and terrorist by Rosfinmonitoring). 86 legislators voted for the initiative. The document on tightening sanctions against Russia gives Trump the right to impose 100% duties on imports from the five largest countries — buyers of Russian oil. At the same time, Graham's sister Darlene, who took the post of senator instead of her deceased brother, did not participate in the vote.

The Politico newspaper reported on July 28 that some representatives of the US Democratic Party opposed the adoption of a bill on new anti-Russian sanctions. According to the publication, the reason for the disagreement was the provisions of the document that allow the President of the United States, Donald Trump, to impose 100 percent duties against other countries.
