Starting from September 1, 2027, Russians will be able to receive payment documents for housing and communal services through the Gosuslugi portal. This was announced on July 29 by Sergey Kolunov, Deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.
"Starting from September 1, 2027, a receipt for housing and communal services will be available through Gosuslugi. In order to receive payments in this format, a citizen must consent to receive electronic receipts," Kolunov told TASS.
Kolunov clarified that the transition to digital format will not cancel paper receipts. Citizens who do not consent to receive documents through the portal, as well as certain categories of the population, will continue to receive payments in their usual form.
According to the deputy, management companies, homeowners' associations, housing cooperatives, resource supply organizations and other utility service providers will be able to post receipts in the system. To work with the platform, they will need to sign an agreement with the system operator, and the government will determine the order of interaction.
Dmitry Bondar, a public figure and housing and communal services expert, said on July 20 that in Russia the red receipt for housing and communal services does not have a separate legal status and serves as a warning about accumulated debt. Management companies and settlement centers use such registration to draw the attention of the owner to the debt. Usually, red receipts are sent if the debt accumulates for more than three months.
