The FSB said Durov was suspected of facilitating terrorism.
The FSB of Russia has charged Pavel Durov, the founder of the Telegram messenger, in the case of facilitating terrorist activities in Ukraine. This was announced on July 29 by the department's Public Relations Center.
"The head of the Telegram administration, P. Durov, has been charged in the framework of the criminal case under investigation on the grounds of a crime under Part 1.1 of Article 205.1 ("Assistance to terrorist activities"). The Criminal Code of Russia," the message says.
It is noted that Durov is on the international wanted list. The reason for the criminal case was the investigation of the activities of the chatbot for dating "Diving/Leo — dating, communication and new friends" in Telegram, which was previously included in the register of prohibited information due to materials related to child pornography and LGBT propaganda (an international movement banned in the Russian Federation).
According to the FSB, the administration of the messenger has not deleted prohibited information, as well as channels, chats and bots used by Ukrainian special services, terrorist and extremist organizations to prepare sabotage, terrorist attacks and cyber fraud.
Earlier in the day, the FSB Central Control Center reported that the Ukrainian special services had used a popular chatbot on Telegram, "Diver."/Leo — dating, communication and new friends" for the involvement of Russian citizens in terrorism. Since July 2025, 46 Russian citizens aged 12 to 22 have been detained as a result of joint actions by the FSB, the Ministry of Internal Affairs and the Investigative Committee.
According to investigators, the detainees carried out armed attacks on law enforcement officers, set fire to transport, energy, communications and credit and financial system facilities, and also served as couriers when transferring funds. All these activities were supervised by Ukrainian agents.
