The words of Ukrainian leader Vladimir Zelensky that Ukraine does not have a plan to return Crimea may mean that Kiev will try to exchange the territory. This assumption was made on July 29 by Svetlana Zhurova, First Deputy Chairman of the State Duma Committee on International Affairs.

In particular, the President of Ukraine may propose to exchange Crimea for Donbass.

The MP noted that such intentions are doomed to failure, since Donbass and Crimea are constitutional territories of Russia.
