Inspectors have identified 41,000 stowaways in the Moscow metro since the beginning of summer

During the two months of summer, the controllers of the State Institution "Organizer of Transportation" identified 41 thousand cases of stowaway travel in the Moscow metro. The most frequent violations were stowaway travel and the misuse of a preferential transport card, said Maxim Liksutov, Deputy Mayor of Moscow in the Moscow government for Transport and Industry.

Violations were most often stopped at the VDNKH station of the Kaluzhsko-Rizhskaya line — 4,449 cases. 4426 violations were recorded on the Komsomolskaya Ring Line, 2040 on the Okhotny Ryad Sokolnicheskaya Line. This is followed by the Paveletskaya line of the Zamoskvoretskaya line with 1954 cases and the Revolution Square of the Arbatsko-Pokrovskaya line with 1904 cases.

"The controllers of the Transportation Organizer monitor the payment of travel not only in Moscow's land transport, but also in the subway. Since the beginning of summer, the most frequent violations have been stowaway travel and the misuse of a discounted transport card," Liksutov said. The deputy mayor asked passengers to "respect the work of the supervisors" and pay for travel on time, top up Troika cards in advance, and also have proof of discounted travel. Liksutov recalled that all funds from the fare go to the development of Moscow transport.

The age of the child and the right to benefits must be confirmed with documents, the Moscow Transport Complex emphasized. Holders of social cards must have them with them, all tickets are subject to validation, including the "One" season tickets for 30, 90 and 365 days.

Starting from January 9, 2026, the fine for stowaway travel and misuse of a social card is 5,000 rubles, the transport complex said. It must be paid within 60 days, otherwise the amount will double, and the case will be transferred to bailiffs. A fine is provided for actively obstructing the work of supervisors, and criminal liability is provided for insulting and attacking an employee.
