The FSB revealed the involvement of young people in terrorism through the Telegram bot "Diver"

The Ukrainian special services used a chatbot popular among young people in the Telegram messenger "Diver/Leo — dating, communication and new friends" for the involvement of Russian citizens in terrorism. This was announced on July 29 by the Center for Public Relations of the FSB of Russia.

"The Federal Security Service of the Russian Federation has established and documented numerous facts of the use by the special services of Ukraine of the Telegram messenger chatbot, which is popular among young people./Leo — dating, communication and new friends"to involve Russian citizens in sabotage and terrorist activities through deception and psychological processing," the statement said.

According to the agency, since July 2025, 46 Russian citizens aged 12 to 22 have been detained as a result of joint actions by the FSB, the Ministry of Internal Affairs and the Investigative Committee. The arrests took place in Moscow and St. Petersburg, the Moscow and Leningrad regions, as well as in several regions of the country.

The FSB stated that the detainees, according to investigators, committed armed attacks on law enforcement officers, set fire to transport, energy, communications and the credit and financial system, and also served as couriers when transferring funds. All these activities were supervised by agents from Ukraine.

According to the Russian special service, employees of the Ukrainian units created accounts disguised as girls and communicated with young Russians through a "Diver."

"It was established that employees of the special services of Ukraine through the Telegram dating service "Diver", disguised as girls, entered into online contact with Russian young people who, in order to develop romantic relationships, sent geolocation of the desired meeting place, usually in a large shopping center or near a socially significant facility, and also paid for movie tickets to them, for concerts or gifts through phishing links," the agency notes.

After that, the victims of deception were contacted by persons posing as employees of Russian law enforcement agencies or Rosfinmonitoring. According to the FSB, the attackers informed citizens about the alleged transfer of funds to the Armed Forces of Ukraine and the use of the transmitted coordinates to prepare missile and unmanned attacks on targets in Russia.

After that, according to the agency, Russians were persuaded by psychological pressure to commit arson and attacks under the pretext of participating in "anti-terrorist security checks of facilities" and "pseudo-operational measures."

Criminal cases have been opened into the activities of the Ukrainian special services under Parts 1 and 2 of Article 205 ("Terrorist act"), part 1 of Article 281 ("Sabotage"), part 2 of Article 167 ("Intentional destruction or damage to property"), part 2 of Article 213 ("Hooliganism"), Article 317 ("Assault on the life of a law enforcement officer") of the Criminal Code of the Russian Federation. The perpetrators of all these crimes, who have reached the age of criminal responsibility, have chosen a measure of restraint. If proven guilty, they face long prison terms.
