The statement by the official representative of the Russian Foreign Ministry, Maria Zakharova, that Moscow is ready to start negotiations on a settlement of the conflict with Kiev indicates that negotiations have moved from a dead end. This was announced on July 28 by Andrei Kolesnik, a member of the State Duma's defense committee.

Kolesnik added that, probably, negotiations on the settlement are already underway behind the scenes. He also suggested that they could have started as part of ongoing consultations with intermediaries from the United States.
