A mechanism for "reverse collection of funds" may appear in Russia: it will allow banks to return money to victims of fraudsters by writing off amounts from the accounts of intruders. Such a measure is provided for in the draft order of the Ministry of Finance of the Russian Federation dated July 21.
On Tuesday, the agency unveiled a draft doctrine aimed at countering cybercrime. Its goal is to increase the level of protection of individuals and legal entities, as well as streamline the work of government agencies and organizations in this area.
"The tasks of implementing the doctrine in the field of financial interaction and compensation for damages are based on a fair distribution of responsibility between the parties and involve: the establishment at the legislative level of the powers of credit institutions to jointly make decisions on the return of funds to senders for transfers made without the voluntary consent of the client, by collecting amounts from the accounts of recipients involved in fraudulent activities (the mechanism of "reverse penalties")," the doctrine states.
