The business named the main barriers to the transition to domestic infrastructure software

For a quarter of Russian companies, the main obstacles to the implementation of domestic software for managing dynamic IT infrastructure (according to UDI) remain the risks of business process shutdown and the complexity of integration with existing systems. Other barriers include staff shortages, the high cost of migration, and insufficient transparency of decisions. These results were obtained on July 21 based on the results of the study "The Russian infrastructure software market through the eyes of IT directors" conducted by the Association of Managers.

158 heads of IT companies from the financial sector, retail, industry, oil and gas industry, transport, logistics and other segments of the economy took part in the survey. During it, analysts studied the current level of IT infrastructure development in Russian business, identified the main tasks and limitations in implementing UDI software, and assessed the perception of leading domestic vendors.

According to the survey results, 26% of companies consider the main barriers to the implementation of UDI software to be the risk of business process shutdown and lack of integration with related solutions. Another 22.3% of respondents pointed to a shortage of specialists needed to implement and maintain such systems, 19.9% — to the high cost of migration, and 6.3% — to the lack of transparency of the proposed domestic solutions.

When choosing a long-term technology partner, IT directors primarily focus on the quality and availability of technical support (20.6%), reliability and fault tolerance of solutions (19.5%), and the ability to easily integrate with existing infrastructure (18.4%). Also among the significant factors are the uniqueness of the developments (14.6%), transparency of the terms of cooperation (13.8%) and understanding of the specifics of the customer's business (13%).

As part of the study, the participants also evaluated the leading Russian developers of UDI. According to the totality of assessments, the Basis received the highest results: At least one positive characteristic of the company was assigned by 85.7% of the surveyed executives. As part of the assessment of the vendor's market perception, other participants were more often associated with activity in the IT community and the media space (31.1%), as well as with the development of domestic solutions (30.2%). Other noted characteristics include a wide range of digital products (24.8%) and experience interacting with large companies (24.4%).

Respondents were more likely to mention "Cyberprotect" in connection with the development of domestic solutions (21.2%) and activity in the professional IT community (19.8%). Flant received ratings based on criteria such as experience working with large businesses (21.5%) and the breadth of its product portfolio (21.1%). Rosplatform was more often associated with a range of digital solutions (22%) and the experience of interacting with large customers (21.8%). Orion Soft demonstrated comparable ratings in key areas, including the development of domestic technologies (18.4%) and presence in the professional IT community (19.1%).

According to the study, the most in-demand classes for UDI are solutions for data protection and storage (24.1%), workplace virtualization platforms (22.3%), software-defined storage and networks (21.6%), management platforms for virtual data centers, servers and containers (20.6%), as well as automation solutions software development and testing (11.3%). At the same time, the vast majority of the study participants (53.3%) rate the current level of IT infrastructure management as "developing".

Ensuring cybersecurity and integrating disparate systems from different vendors are the main tasks for managing dynamic IT infrastructure for a quarter of Russian companies (26% each). Another 17% of survey participants pin automation of routine operations on AI, 13% on managing a multi—cloud structure, 12% on creating infrastructure for implementing AI solutions, and 5% on managing virtual workstations and applications.

Business investment activity remains moderately positive. More than half of the companies reported an increase in budgets for the purchase of infrastructure software in 2026. At the same time, 31.8% of respondents noted a 20% increase in IT budgets compared to the previous year, and another 20.6% reported an increase in funding by more than 20%.

"The conducted research has shown that the market is becoming more demanding on the quality of the implementation of complex UDI software. The main risks are not related to the fact of switching to a domestic stack, but to how painlessly it will be integrated into the existing infrastructure. That is why the focus of IT directors is on integration, service, technical support and reliability, that is, the characteristics that are inherent in mature suppliers," said Vyacheslav Evseev, Executive Director of the Association of Managers.

He also stressed that the study recorded a moderately positive trend in investment in domestic software. Despite the cautious approach to costs, companies continue to invest in the development of IT infrastructure, preferring suppliers who are able to offer comprehensive solutions and long-term partnerships.

Sergey Taran, Managing Director of LANSOFT, told Izvestia on June 3 that after several years of rapid growth, the Russian IT market took a break for the first time. The pace of development has decreased, and the total revenue of the industry has decreased. As the market cools, companies are increasingly asking not what technologies to implement, but what effect the investments have already had.

According to him, in 2022-2024, Russian companies invested in digitalization in an emergency mode: the departure of Western vendors forced them to urgently replace familiar solutions with domestic analogues, purchase equipment and migrate infrastructure. The pace was set not by sound calculation, but by necessity.
