The State Duma passed a law extending the "garage amnesty" until 2031

At the plenary session on July 21, the State Duma adopted in the third reading a bill extending the "garage amnesty" for five years — until September 1, 2031. Initially, her term expired on September 1 of this year. The bill is published on the website of the lower house of Parliament.

Citizens will be able to continue to arrange their individual garages and land plots under them in a simplified manner. Amendments are being made to the federal law "On the Enactment of the Land Code of the Russian Federation" regarding the extension of the simplified procedure for registration of land plots for garages.

As noted in the State Duma, according to Rosreestr data, over 746 thousand garages and land plots under them were registered in the Russian Federation during the period of the "garage amnesty".

Pavel Krasheninnikov, co-author of the amendments and Chairman of the Committee on State Construction and Legislation, estimates that at least 500,000 more such facilities will be designed in the future.

This mechanism has been in effect in Russia since September 1, 2021. The amnesty covers capital garages built before the introduction of the Urban Planning Code, that is, before the end of 2004, if they are not recognized as unauthorized buildings. The program does not apply to temporary metal garages, underground parking in apartment buildings and office buildings, as well as unauthorized construction sites.

The initiative to extend the "garage amnesty" was submitted by United Russia to the State Duma in February. It was noted that the mechanism allowed citizens to become full owners of their property, protect it from demolition and be able to inherit or sell it in the legal field.
