The Supreme Court of the Russian Federation clarified the rules for driving without a paper CTP policy

If the driver has issued an OSAGO policy in electronic form, he has the right not to carry a paper copy of it with him. This is stated in the decision of the Supreme Court of the Russian Federation, reports TASS on July 21.

According to the case file, in 2024 in the Sverdlovsk region, an employee of the State Traffic Inspectorate stopped a Lada driver who did not have a paper version of the policy with him, even though the CTP was issued. The driver was issued a report under Part 2 of Article 12.3 of the Administrative Code of the Russian Federation for driving a vehicle without a mandatory "citizen's license" and fined 500 rubles.

The motorist appealed the decision. The Supreme Court ruled that there was no element of an administrative offense in the driver's actions, since at the time of the stop by the traffic police, the driver had a valid CTP policy, which is confirmed by the insurer's data.

Earlier, the Russian Union of Motor Insurers (RSA) advised drivers to carry a paper copy of the CTP policy with them in case of problems with the Internet. As noted in the union, there may be a situation that an employee of the State Traffic Inspectorate will not be able to check whether the driver has a valid CTP policy using his official Internet service.

On July 10, the RSA reported that the new procedure for forming the average cost of car parts for CTP repairs and changes to the calculation methodology will take effect on July 11, 2026. According to the instructions of the Bank of Russia, now when determining the average cost of a spare part, the prices of its analogues will not be taken into account if they are 70% or more cheaper than the original. The innovations will lead to an increase in the average CTP payment by 8-10% and a gradual increase in the price of policies, the RSA expects.
