The expert explained the meaning of red receipts for housing and communal services

In Russia, the red receipt for housing and communal services does not have a separate legal status and serves as a warning about accumulated debt. Dmitry Bondar, a public figure and housing and communal services expert, told Izvestia about this on July 20.

According to the expert, the document does not differ from a regular payment receipt in its content, but it can be printed on colored paper or highlighted with a bright stripe. Management companies and settlement centers use such registration to draw the attention of the owner to the debt. Usually, red receipts are sent if the debt accumulates for more than three months.

"The red receipt has no separate legal status. This is exactly the same payment document as the usual white one, but printed on colored paper or with a bright stripe. In my opinion, management companies and payment centers use this technique solely for the sake of psychology, so that the letter catches the eye, and you don't put it on the general stack," explained Bondar.

He added that the deadline for payment for services for the previous month is set until the 15th of the current month, after which, in the absence of payment, a delay begins to form.

Receiving a red receipt does not mean that the management company has already begun legal action or blocked the debtor's bank accounts. Such a document is a pre-trial warning and informs the owner that the organization has fixed the debt and can begin preparations for going to court.

"The main rule is not to ignore the receipt. First, check the charges against the history of your payments through the GIS Housing and Communal Services state system or the Gosuslugi application.The house." If you see an incomprehensible amount, contact the Criminal Code with a request to provide a reconciliation report," the expert noted.

If the warning is ignored, the management company may apply for a court order. After receiving a copy of it, the citizen has 10 days to submit a written objection to the justice of the peace. In the absence of objections, the order will enter into force and may be sent to bailiffs for enforcement.

If there is a real debt and temporary financial difficulties, Bondar recommended contacting a management or resource supply organization with a written application for an installment plan.

Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said on May 19 that after planned hot water shutdowns, the bill for housing and communal services should be at least a third lower. It was noted that during the planned outages for two weeks, the recalculation will already be included in the tariff and calculated automatically.
