Oreshkin called technological sovereignty the ability to protect citizens' data
Technological sovereignty allows a country to protect citizens' data, manage critical infrastructure, and choose partners without external dictates, without self-isolation. This was announced on July 18 by Maxim Oreshkin, Deputy head of the Presidential Administration of the Russian Federation.
"Technological sovereignty does not mean self-isolation. This is the country's ability to independently manage critical infrastructure, protect citizens' data and choose partners without external dictates," he said at a high—level Meeting of the World Organization for Cooperation in Artificial Intelligence (AI) in Shanghai, RIA Novosti quoted him as saying.
According to Oreshkin, genuine open cooperation can only exist between independent parties with equal rights. The Russian side is ready to share practical solutions in the field of AI, including the development of its own large language models, cloud-based digital platforms and application solutions.
The Deputy Head of the Russian Presidential Administration stressed that Russia offers partners a wide range of projects, including the development of energy-efficient data centers, stable energy supply, localization of artificial intelligence technologies and training of specialists. Oreshkin also noted that the combination of the country's experience in nuclear energy and high-performance computing makes it possible to implement modern technological solutions together with international partners.
Chinese President Xi Jinping said at the opening of the World AI Conference on July 17 that the development and use of AI technologies should not lead to the loss of national cultural characteristics. According to him, technology should be used to strengthen mutual understanding and tolerance between different civilizations, promote exchange and mutual learning between them.
