The Azerbaijani Foreign Minister pointed to the allied nature of relations between Moscow and Baku.

Relations between Moscow and Baku are allied, as well as strong due to the very close ties between the Russian and Azerbaijani peoples. This was announced on July 17 by the Minister of Foreign Affairs of the Republic of Ceyhun Bayramov during talks with Russian Foreign Minister Sergei Lavrov.

"Azerbaijan and Russia are neighboring states united by centuries—old historical, cultural and humanitarian ties. The relations between our countries are of the nature of allied cooperation and there are very strong, close ties between the peoples of our countries," he said.

Bayramov noted that now it is possible to declare with "a sense of satisfaction" that the parties have successfully overcome difficulties in bilateral relations. The restoration process, as he explained, became possible thanks to the personal participation of Russian President Vladimir Putin and Azerbaijani leader Ilham Aliyev.

"A full—scale process of restoring relations <...> took place following a bilateral personal meeting between the presidents in October 2025 on the sidelines of an international event in Dushanbe," the Azerbaijani Foreign Minister added.

He called the talks with Lavrov thorough and productive. According to Bayramov, he and his Russian counterpart were able to discuss all important issues and monitor compliance with previously reached agreements. In addition, as the Azerbaijani Foreign Minister clarified, during the talks the parties were able to discuss the prospects for further cooperation.

Commenting on the difficulties mentioned by Bayramov, the Russian Foreign Minister stressed that this happens periodically and it cannot be avoided in life.
