The KCR has sentenced the university's management for organizing illegal migration

The Supreme Court of Karachay-Cherkessia has handed down sentences against the heads of the U.D. Aliyev State University, three defendants received suspended sentences for organizing illegal migration. This was announced on July 17 by a source of Izvestia in law enforcement agencies.

Investigators of the Federal Security Service (FSB) of Russia have confirmed the facts of violations of the law committed by officials of Karachay-Cherkess State University named after U. D. Aliyev.

It is reported that in April 2025, a criminal case was opened in the republic under Part 2 of Article 322.1 of the Criminal Code of Russia ("Organization of illegal migration"), the defendants of which were the rector of the university Uzdenova T.A., vice-rector for socio-economic affairs and work with foreign citizens Batchaeva O.M. and the head of the Department for socio-economic issues and international relations Laipanova A.A.

Rector Uzdenov, knowing that 278 Chinese citizens did not have the opportunity to study at KCHSU, signed orders for their admission to the university. At the same time, Chinese students did not apply for admission to the university and did not sign contracts for paid educational services. Fictitious documents became the basis for extending ordinary study visas to Chinese citizens, but none of them came to the territory of the KCR and did not start studying. It has been established that the vast majority of foreigners remained in Moscow, where they were at work, on the visas of students of the U.D. Aliyev KCHSU.

An employee of the local Ministry of Internal Affairs assisted in obtaining visas for foreigners without legal grounds. In November 2025, the Investigative Department (SU) of the Investigative Committee (IC) of Russia for the KCR opened a criminal case under Part 1 of Article 286 of the Criminal Code of the Russian Federation ("Abuse of official authority") against the head of the Department of permit and visa Work of the Ministry of Internal Affairs of the KCR Chalov A.N. He received a verdict from the Cherkess City Court.

The defendants from among the heads of the university — Uzdenov T.A., Batchaev O.M. and Laipanova A.A. — were sentenced to four, three and two years of probation on July 16. The court also deprived them of the right to hold certain positions for the same period, respectively.

On July 2, a court in Moscow sentenced 12 members of an organized criminal community (OPS) who legalized more than 100,000 foreigners through controlled hostels. Three heads of the migration department of the Ministry of Internal Affairs of the Russian Federation in the Zapadnoye Degunino district, together with other accomplices, designed hostels in Moscow and the Moscow region. Illegal immigrants were registered, among other things, with controlled entities. The attackers extracted income in the amount of 420 million rubles.
